LIGA NG MGA BARANGAY - CALOOCAN CHAPTER

Parang kelan lang, natatandaan ko, nobyembre at disyembre nung nakaraang taon, nung huli akong humarap sa inyo upang magbigay ng mensahe… mensahe kung saan nilahad ko ang mga naging proyekto ng Liga ng mga Barangay sa Caloocan… at mensahe kung saan sabay sabay natin pinag nilayan ang mga pagbabago sa ating mga buhay.

Ang mga pagbabago o changes sa buhay natin ay tulad ng isang kasaysayan o istorya sa isang aklat na may simula, mga kabanata sa gitna, at katapusan… dala ang mga magagandang aral at karanasan.

Ang nais ko noon ay i-welcome ang mga bagong halal na mga barangay kapitan, at i-honor ang mga outgoing punong barangay.

Lingid sa aking kaisipan nung mga panahon na iyon na ako mismo ay makakaranas ng isang pagbabago… o sabihin na nating isang panimula na kabanata sa aking buhay… bilang inyong pangulo sa ating liga, at bilang isang anak ng Caloocan.

My dear friends, the first month of this year can be considered as one of the most tiring, stressful, and toughest chapters in my life…as a person, as your liga president, and as a son of Caloocan.

Ngunit sa tulong, dasal, at suporta ninyong lahat, at sa lakas ng loob na ibinigay sa akin ng ating Panginoon, tayo pong lahat ay nagtagumpay na ibalik ang pamumuno ng National Liga ng mga Barangay sa Pangulo ng Liga ng mga Barangay ng Caloocan!

Sa inyo pong lahat maraming maraming salamat!

Heading the National Liga ng mga Barangay is definitely a big challenge, not only for me, but for us all Barangay Captains of Caloocan City. And like for the past 3 years let us continue with our support, cooperation, and trust with each other… at ipakita natin sa buong Pilipinas na ang Liga ng mga Barangay sa Caloocan ay karapat dapat na mamuno sa National Liga ng mga Barangay!

Ang tagumpay ng Liga Caloocan ay tagumpay din ng Lungsod at mga anak ng Caloocan!

Most Outstanding Barangay Official and Barangay Tanod

In coordination with the DILG – Caloocan and the Barangay Secretariat Office of the Caloocan City Mayor, the Liga ng mga Barangay Caloocan Chapter is launching the search for the “Most Outstanding Barangay Official and Barangay Tanod” in Caloocan City.

The mechanics of this search will be discussed to us all in full as we go along with our assembly today.


Barangay Dengue Control and Prevention
The Department of Health (DOH) recently announced that it is launching simultaneously its regional kick-off activities for its “To-DOH LABAN sa DENGUE,” the national anti-dengue campaign, with Health Secretary Francisco T. Duque III leading the rites in the CARAGA region.
"Dengue is now a year-round threat because of the rising temperature and unpredictable weather that brings in rain in the normally dry and warm months of the year. Because of this phenomenon, there are already reports of increasing dengue cases this early part of year 2008.
During the press conference, the health chief encouraged local government officials to expand their search and destroy operations and include vacant lots and empty houses where mosquitoes thrive.
Let us acknowledge the fact that we cannot be complacent about these things. We understand that it is off-limits to barge into private properties. But we must invoke public safety and health and expand our “search and destroy” operations in all places where mosquitoes can breed and thrive.
The DOH further stresses the limitations of its aggressive sanitation drive and vector control if one or a few households are independently participating while the house or area owners next to them are not doing their part.
In the end, dengue prevention is about community action. The local government, particularly the Barangay, each and every member and resident, should actively help.
It is our duty then as officials of our barangays to lead, motivate, and guide all our constituents in the proper and vigilant dengue control and prevention in our community.

Liga Resolution:
Medical and hospitalization benefits for Barangay officials

True to the continuing mission of Liga Caloocan and Mayor Recom Echiverri in giving assistance and priority to all barangay officials as we fulfill our duties the Liga Board of Directors have made and will present to us a resolution stating Medical and Hospitalization benefits for Barangay officials.

This liga resolution prays that barangay officials will be given bed reservations and medical benefits in Diosdado Macapagal Hospital and a hospital in North Caloocan in cases of sickness requiring hospital treatment and confinement.


Liga President’s Thrusts:

Alternative Learning System (ALS)

Last year the Sangguniang Panlungsod of Caloocan has already passed this resolution which I consider as one of the Legacies that I will leave for the people of Caloocan…

“A RESOLUTION URGING EACH AND EVERY BARANGAY OF THE CITY OF CALOOCAN TO ESTABLISH AN ALTERNATIVE STUDY PROGRAM IN THEIR RESPECTIVE BARANGAY.”

This is in response to the ever growing concerns of our many residents and/or youths who were not able to pursue formal college education because of financial constraints or lack of educational institution in the city that caters to the poor.

The significance of a formal and informal education such as the Alternative Study Program in our respective barangays cannot be underemphasized in view of the far – reaching impact from present to future generations, as well as a mean for alleviating poverty besetting the city in general.

It is for this reason that I have authored this significant Resolution. This is likewise to give function to the Liga ng mga Barangay of Caloocan to assist in the education of every barangay residents.

I highly urge all barangays of Caloocan to include the alternative learning system program in your barangay budget allocation.


Solid Waste Management and Materials Recovery
Facility (R.A. 9003)

Ever since I have started my administration as Liga President I have espoused, and continue to do so, for a waste and pollution free Caloocan City. I believe that the key for the realization of this dream is with and through the cooperation of the Barangayan.

This is the reason why I have been fully supporting RA 9003 or the Ecological Solid Waste Management Bill.

Together with our close coordination with the different NGOs, organizations like the Mother Earth Foundation, and the ESS Department of the City of Caloocan, there hasn’t been a time before when all the Barangays in Caloocan are deeply aware and involved in the compliance of RA 9003.

But noticeably, nitong mga nakaraang buwan ay mukhang medyo nanunumbalik ang ating noo’y nakagawiang pagtatapon ng basura. Therefore allow me to reiterate the importance of this law again.

All Barangays within the City are reminded of the need to strictly comply with the provisions of RA 9003, more particularly, Section 21 which deals with “mandatory segregation of solid waste; and Section 32, which calls for the establishment of Materials Recovery Facility of MRF in every barangay.

The Barangayan can start complying by doing SEGREGATION (recyclable materials, biodegradable and non-biodegradable) in order to avoid prosecution for violating RA 9003 as provided for by Section 52 thereof.


Anti – violence against women and children act

Ang ANTI-VAWC LAW ay isang special law na nagpaparusa sa mga karahasan sa kababaihan at mga bata bilang isang kasalanan sa lipunan o “Public Offense”. Ang mga karahasang ito ay kinabibilangan ng mga sumusunod na kategorya:

Physical violence, sexual violence, psychological violence and economic abuse

Ang batas ay sumasakop sa mga karahasan sa loob at labas ng tahanan.

Ang lahat ng mga mahalagang detalye ukol sa batas na ito ay ating tinalakay noong nakaraang barangay seminar sa bataan.

But because of the delicate and sensitive aspects of this law, especially with regard to our role in the procedures as barangay officials, I am aware that we all need further discussions about this topic.

That’s why together with my constant urging to you all to prioritize this law in your barangays is the assistance of the Liga ng mga Barangay in sending its lawyers to your areas or barangay halls, upon request, if you need further awareness about the Anti – VAWC law.


Drinking in Public places prohibition

Bad news for people who are caught drinking alcohol in the streets of Caloocan, Malabon, Valenzuela, and Navotas.
Chief Supt. Leopoldo Bataoil, Northern Police District Office (NPDO) director, ordered over the weekend the intensification of a campaign against drinking in public places in the entire Camanava area.
This action from the Police is brought by the increasing complaints from the public against those people who hold their drinking sprees in street corners and other public places.
There are already existing ordinances in Metro Manila prohibiting drinking in public places, but still it has been a perennial problem due to the lack of or inconsistent implementation specially by the barangay officials.
There must be an intensified campaign for the full implementation of this Ordinance not only here in Caloocan City but also all over Metro Manila which have adopted this Ordinance.
Recently, the NPDO intensified campaign resulted to numerous arrests in Navotas and Caloocan City.
I am sure that more arrests by the police will happen if we, barangay officials, will not act now and do our responsibilities of first, making our constituents be aware of the Ordinance on drinking in public prohibition, and second, consistently implement the regulations.

National Liga and NCR Liga Presidents (NCR Barkadahan) Palaro / Sports Tournament

Let me share to you one of my premiere programs as the new President of the National Liga ng mga Barangay.

Much like the League of Mayors in Metro Manila, I have initiated in the National Liga the metro manila liga presidents league or the “NCR Barkadahan.”

The main purpose of this is to open channels for all of us Liga Presidents here in National Capital Region to have a constant and constructive exchange of ideas, bringing along those applicable ideas and programs in our own local chapters, thereby serving as so – called models for other regional chapters to have their own active barkadahan system.

And what better way to start the bonding process of the NCR Barkadahan than to have a Palaro or Sports tournament, hindi po ba?

I have always believed that a dynamic and productive organization is one with a healthy camaraderie among its members brought by constant and regular interaction. That is what we have achieved here in Liga Caloocan… and that is what I will bring in the National Liga ng mga Barangay.
